Ooot in a boot

When I was in school, someone told me a story/joke about accents that involved a person from Minnesota getting a call from their roomate’s Chicagoan mother. The mother asked where the roomate was, to which the room replied: “She’s oot in a boot.” The mother was curious why her daughter in a boat in such cold weather, never quite figuring out that it was “out and about.” There were a bunch of differences between Minnesota, Wisconsin and Illinois that were frequently debated at school, which is why I found this video interesting:
